dc.description.abstract Speech delivered at the "Summer Program of Advanced Study on Communication and Development" held at the East-West Center, 1-5 July 1974. <br><br>In the speech, Dr. Arrow asserts that the basic development policies followed during recent years--policies that assumed that industrialization equalled modernization, that the first order of national business should be to mobilize resources and stimulate industrialization--stemmed from an incorrect reading of economics.
