dc.description.abstractGiven the fragmentation of work on communication planning for development, this paper attempts to evolve a simple and operational planning design that can encompass elements of research and analysis, planning methods and principles, and decision-making processes. The paper sets down the parameters of planning, the overall framework in which it is conducted, the constraints that it inevitably faces, and the factors that it must accommodate. Basically, it is a framework of communication planning for development. As such, it is assumed that planning is initiated by some perception of a need for change.
