Albert S.P. Wong grew up in the Kalihi-Pālama neighborhood. He enrolled in the Learn To Swim program at Palama Settlement under the direction of Nelson Kawakami. In sixth grade, he joined the Boy Scouts of America, Aloha Council Troop 30. They met at Palama Settlement during World War II under the leadership of Scoutmaster and U.S. Army Corporal Philip Panos, spending many days and nights hiking and camping.
