Abstract
This paper outlines the foundational importance of openness and transparency in the public sector to foster trust, accountability, and democratic principles. It discusses the potential of generative AI to enhance public sector services through content generation, data analysis, and personalized services, aiming to increase accessibility and efficiency. The study aims to address the research question: What design principles are needed to foster openness and transparency in the design of generative AI-platform solutions within public sector organizations? The open generative AI platform designed and implemented in this innovation project in the Sundsvall municipality, Sweden has already been in use. This action design research study aims to establish design principles for developing trustworthy, scalable generative AI solutions that promote openness, transparency, and collaboration across the public sector.
