Abstract

This report analyzes the effects on local customs and lifestyles which might be associated with fish harvesting, shore-base and cannery operations. These social effects can influence implementation of the tuna project and its ongoing relationship with local people. The report also offers suggestions as to how social policy issues can be addressed, and how specific social impact studies might be organized. Throughout the report it is assumed that governments are prepared to play an activist role in minimizing the more traumatic social consequences of major industrial projects such as tuna fisheries.
