dc.description.abstract | Policy decisions about communication system resources are an important part of controlled development in any society. Such decisions, to be most effective, should be based on a thorough understanding of the society's existing patterns of communication and how they are interrelated with political, social and economic factors in historical context. This paper will present a concise historical overview of Tongan culture.
