dc.description.abstract In the history of nations Samoa does not rank very high, nevertheless, it is interesting and important principally because of two reasons. First: it is a typical example of the domination of groups of people in the Pacific by a strong power. Second; American Samoa in particular furnishes to the world a rich ground for political experiment and observation.
