From cover memo: "We request your review of the project to plug an unused geothermal well (KA1-1) with respect to the conservation district. The KA1-1 Geothermal Well site is located in TMK (3) 1-2-010 :003, which is in the protective subzone of the conservation district on the island of Hawaii. This location is also known as the Wao Kele 0 Puna rain forest. The well was constructed by True Geothermal in the late 1980's and consists of a 7.8-acre drilling pad, water storage basin and a 7850 feet geothermal well (see Attachment B, Sheet C-1). The plans to use the well for power never advanced and in 2006 the Office of Hawaiian Affairs (OHA) purchased the 25,856-acre parcel on which the well is located. The proposed work includes plugging the well and grading the site to fill a water storage basin (see Attachment B; Sheets C-3, C-5, C-1). The well should be plugged because eventually, if left unattended may pose a health issue as fluids and gasses could leak into the overlying potable aquifer and atmosphere. The water basin is about 10-feet deep and partially lined with a tattered liner. The basin is aesthetically incompatible with the pristine rain forest land use and should be graded over as it could pose a safety issue with the risk of people fall ing in. The work will not impact historic or archaeological properties. The closing of the well by DLNR is also a condition of the Memorandum of Understanding between the Department of Land and Natural Resources, State of Hawaii and the Office of Hawaiian Affairs and signed June 27, 2006."
