Abstract
One issue facing society is the legal status of gambling. Currently, some forms of gambling are legal in about half of the United States. This paper does not intend to make any judgment on whether or not gambling should be legalized. Rather, the purpose of this paper is to investigate and predict the costs and benefits associated with a parti cular course of action by the states, which in this case is the legalization of gambling.
