Abstract
The capabilities of communication satellites are rapidly expanding. One type of communication satellite, the Direct Broadcast Satellite (DBS), is capable of broadcasting signals directly to homes without passing through central receivers. This direct individual reception without respect for national boundaries has made DBS a controversial technology.
