Abstract

The purpose of these regulations is to provide for the leasing of State and reserved lands for the purpose of geothermal resources exploration, development and production and to provide for the regulation of all drilling for geothermal resources in Hawaii in order to prevent waste and to conserve and provide for optimum use ofgeothermal resources, to prevent waste, pollution and degradation of surface and ground water and other natural resources, to protect the environment, and to prevent injury to life and property.
