Abstract
Most societies, whether primitive or modern, make some provisions for the care of their elderly, sick and disabled. Throughout most of our country's history, this task has been assigned to the family, the local relief organization, and the church. Although help could be obtained from these institutions, each individual was still expected to set aside part of his or her own resources for use when retirement approached or illness struck. Saving for the future represented an individual responsibility.
