dc.description.abstractCurrent tourism economy is experiencing stagnation, which is caused by the global financial crisis in 2008 and the constant decrease of Japanese tourists since 1997. Facing the tourism recessing, attracting Chinese outbound tourists who have larger number, strong purchasing power, and high willingness to travel to Hawaii could revive Hawaii's tourism economy. Disqualifying from the Visa Waiver Program requirements in short run, making Hawaii a pre-arrival visa waiver testing zone for Chinese travelers becomes a possible solution.
