The aim of this study has been to make a brief
and accurate survey of the political and historical development of Western Samoa for the purpose of finding out what political institutions existed at the time of first European contact, and then determining to what extent these Institutions have been used by the "tripartite Powers, ” Germany and New Zealand,
in the administration of native affairs.
