Abstract
Considerable attention has been focused in recent years on the problem of investment policy for the economic development of low income countries. Since information needed for overall economic analysis is available to a very limited extent, much of the research in progress has been directed toward the formulation of simple decision rules, or investment criteria, which can be used as guideposts for governments engaged in programs of reconstruction or development. This paper will endeavor to survey this dicussion, with particular attention directed toward evaluation of the validity of the major criteria.
