Prepared for the Energy Division Department of Business and Economic Development by MCM Planning 703 Honua Street Honolulu, Hawaii 96816. This environmental review is based on information available in the existing literature on the subject. It identifies types of impacts that could be expected in a development of this magnitude and suggests general mitigating measures. Specific environmental impacts would have to be determined as each plant complex is designed and constructed. If monitoring of a plant's operations reveals adverse impacts to the environment, additional mitigating measures would have to be instituted.
