Abstract
The complexities associated with the development of geothermal resources and an overland and undersea cable system include the multitude of federal, state, and county land use, environmental, and other related laws that regulate all geothermal projects in the State. The coordinated development of geothermal resources and a cable system, coupled with the substantial time necessary to undertake and complete such projects, requires that state and county agencies develop the means to coordinate and consolidate the diverse array of regulations. As such, a consolidated permit application and review process for the development of the state's geothermal resources and the cable system was established by the Legislature.
