Abstract: The following paper discusses citizen participation in the siting of public facilities-that are perceived as generally beneficial but locally undesirable. More specifically, the paper draws on experiences from eight years in the field of public policy mediation and several recent policy and siting disputes over geothermal development on the Island of Hawaii.
