Abstract
This study examines whether or not a communicative apProach is an appropriate methodology to be implemented in Taiwan. The data on which this study is based were obtained frorn a junior high school in Taipei. Through the use of multiple-data-collection methods, that is, observation, ilterviewing, and document collection, a better uoderstanding of the English language education system in Taiwan was achieved. This study reveals that there is little congruence between the actual English teaching in the classrooms and the objectives stated in English instruction policy of the Ministry Education in Taiwan. ln order for a teaching approach to work in a specific cultural context, attention should be paid to students' needs, teachers' qualifications, and traditional customs and beliefs about language teaching and learning. Bringiog in a new cultural system and imposing it on the existing culturg only guarantees failure.
